TOWNSHIP COMMITTEE MEETING
Meeting Minutes 
November 9, 2017
DRAFT

This REGULAR MEETING of the Fredon Township Committee was called to order by Chairman Green at 7:00 P.M.
Chairman Green advised those present that this meeting was being held in compliance with provisions of P.L. 1975, Chapter 231, Sections 4 & 13, as noticed to the New Jersey Herald and Sunday Herald in January 2017.

ATTENDING: Mr. Heine, Mr. Smith, Mr. Green

ABSENT:  Mr. Richardson

Committeeman Green invited those present to participate in the salute to the flag.

CORRESPONDENCE: Upon MOTION by Committeeman Smith, with second by Committeeman Heine, action was moved to waive reading of correspondence since list of same had been posted and copies made available for public inspection. All in favor. Motion carried.

CONSENT AGENDA:
Committeeman Green asked if anyone wished to have any items separated. No response.

Upon Motion by Committeeman Smith, with second by Committeeman Heine, action was moved to approve adoption of the Consent Agenda.
ROLL CALL: Mr. Heine, aye; Mr. Smith, aye; Mr. Green, aye; Motion carried.

VOUCHERS:  Upon Motion by Committeeman Smith, with second by Committeeman Heine, action was moved to approve vouchers presented by Patrick Bailey, CFO.
ROLL CALL: Mr. Heine, aye; Mr. Smith, aye; Mr. Green, aye; Motion carried.
Claims are listed on the attached schedule, which is made a part of the minutes of this meeting as a supplemental record.

Committeemen Green spoke with Jesse Burrini who is a candidate to replace Committeeman Thonnerieux on the Township Committee. Mr. Burrini will be invited to attend a Township Committee meeting to formally meet the Committee and answer any questions he may have.

MOTION: Upon Motion by Committeeman Heine, with second by Committeeman Smith, action was moved to approve a Sussex County Sign Manufacturing Agreement for manufacturing signs for the Fredon Township Road Department.
ROLL CALL: Mr. Heine, aye; Mr. Smith, aye; Mr. Green, aye; Motion carried.

At this time, the meeting was opened to the public. With no one present with comments, the meeting was closed to the public.

There being no further business before the Committee, upon Motion by Committeeman Heine, with second by Committeeman Smith, this meeting was adjourned at 7:15 P.M. All approved.

This REGULAR MEETING of the Fredon Township Committee was called to order by Vice Chairman Heine at 6:00 P.M.
Vice Chairman Heine advised those present that this meeting was being held in compliance with provisions of P.L. 1975, Chapter 231, Sections 4 & 13, as noticed to the New Jersey Herald and Sunday Herald in January 2017.

ATTENDING: Mr. Heine, Mr. Richardson, Mr. Smith

ABSENT:  Mr. Green

RESOLUTIONS 2017-62, and 2017-63 as annexed, were introduced and passed at this Regular Meeting of the Fredon Township Committee.

ORDINANCE 2017-11: AN ORDINANCE TO PROVIDE AND DETERMINE RATES OF COMPENSATION RANGE FOR OFFICIALS, OFFICERS AND EMPLOYEES OF THE TOWNSHIP OF FREDON, COUNTY OF SUSSEX, STATE OF NEW JERSEY
Deputy Mayor Heine advised that discussion and consideration of Second Reading would be held on Ordinance 2017-11 as read by title. Copy has been posted and copies have been available for the public. Affidavit of publication has been received.
 

Upon Motion by Committeeman Richardson, with second by Committeeman Heine, action was moved on ORDINANCE 2017-11. Deputy Mayor Heine opened discussion to the public. There was no public comment.
ROLL CALL:  Mr. Heine, aye; Mr. Richardson, aye; Mr. Smith, aye;
Motion carried.
BE IT RESOLVED that ORDINANCE 2017-11, as annexed, was introduced and passed at Second Reading at this Regular Meeting of the Fredon Township Committee.

The Republican County Committee members are searching for a Township Committee replacement.

The Committee discussed the civic center gutter project. The gutters have all been removed. The contractor, Padovani Roofing & Construction assures the township that the screw holes created from removing the gutters will be caulked after being filled by larger diameter screws and the snow guards will be installed in the spring followed by the gutter installation.
MOTION: Upon Motion by Committeeman Smith, with second by Committeeman Heine, action was moved to approve the above mentioned stabilization of the civic center gutter project, adding the snow guards to the civic center roof, and replace all gutters and leaders by May 15, 2018, weather permitting.

Discussion on the 2018 salary increases will be tabled until the next meeting.

Committeeman Smith updated the Committee on the Fredon Township School Board meeting. Township residents will be advised to attend the school’s November 27th meeting where discussion will be held regarding the capital reserve account containing a surplus of $800,000. The school’s declining enrollment is a concern considering the $5.4 million dollar budget.

At this time, the meeting was opened to the public. With no one available with comments, the meeting was closed to the public.
